Service & Support Administration—A service and support administrator (SSA) is the primary point of coordination for Individuals who are determined eligible through the FCBDD Intake and Eligibility team. SSA will work with the Individual, families, and other chosen members to get to know and understand what is important to and for the Individual and identify any needs for services and supports and coordination to community resources. Through this person-centered process, the SSA will complete the Ohio Individual Service Plan (OhioISP) with the person, that will reflect how needs are met, what is important for them to have a good life and their outcome goals to assist them in moving forward in life as they choose. The OhioISP will include any services and supports from family or friends, community resources, the county board and Medicaid Waiver services, and is updated as needed. SSA provides a continuous review of the Individual’s needs, monitoring of the services and supports, and ensuring satisfaction of services.
The FCBDD and SSA ensures the health and safety of Individuals through SSA monitoring, Provider Compliance Reviews, Medication Administration Quality Assurance Reviews by a Registered Nurse, and through the Investigations and follow-up requirements of Major Unusual Incidents and Unusual Incidents involving Individuals.
SSA can serve an eligible Individual starting at age 3 and for those who are enrolled on a Medicaid Waiver.
Children: SSA can assist Individuals and families in connecting to available resources, advocacy for rights and supports, and be part of the educational team.
Transition Age (ages 14 through High School Graduation): SSA can assist Individuals, families and schools in planning and coordinating services and supports for life after graduation. This includes employment, living options, social activities and community resources.
Adult: SSA can assist Individuals with employment, living options, connecting to community resources, social activities, transportation coordination, and a variety of educational and training services and supports.

Employment Navigation:
The Ohio Employment First Initiative states that the first option for an Individual of working age and receiving services should be community employment. The FCBDD is committed to assisting Individuals with educational and training opportunities to pursue their chosen employment and career path. SSA assists the Individual through a person-centered process with continued employment navigation support, that can include Ohio Means Jobs, a referral to the Opportunities for Ohio with Disabilities, development and coordination of job training and support, job development, and finding jobs. Based on the assessment of need, SSA may make a referral to the FCBDD Lead Employment Navigator for additional team support.

Behavior Support:
All Individuals with developmental disabilities are supported in a caring and responsive manner that promotes dignity, respect, and trust and with recognition that they are equal citizens with the same rights and personal freedoms granted to Ohioans without developmental disabilities. SSA ensures that an Individual's services and supports are based on an understanding of the Individual and the reasons for the Individual's actions. Effort is directed at creating opportunities for Individuals to exercise choice in matters affecting their everyday lives and supporting Individuals to make choices that yield positive outcomes. Restrictive measures are used only when necessary to keep people safe and always in conjunction with positive measures. The FCBDD contracts with Dynamic Pathways Incorporated to assist with support and strategies for the Individual and Individual’s team.

Assistive Technology and Remote Supports:
In 2018, Gov. John Kasich signed the Technology First Executive Order, making Ohio the first state to place an emphasis on expanding access to technology for people with developmental disabilities. When assessing and developing services and supports, SSAs are required to consider technology solutions that would meet the Individual’s needs, improve their quality of life and increase their independence. These services include Alexa, Ring Doorbell, devices for stove/oven safety, programmable thermostat, door lock/unlock systems and so many other types of technology, just like what many people use who do not have county board services.
Remote Supports are a Direct Service Professional, assisting the Individual with services and supports in their OhioISP from an off-site location, providing assistance in the home or in the community. This can be done through a two-way communication device, with or without the use of cameras. This support arrangement allows an Individual to have their personal space and more independence.
SSAs seek information on technology and remote supports from a variety of resources so they can share with Individuals to make an informed decision that best meets their needs. Resources include, the FCBDD Innovation and Technology team, Providers of services, Ohio Department of Developmental Disabilities and other county boards and agencies with technology information.
